I suspect when something is free, it opens doors to a more diverse crowd (not just race, but gender and age). Nothing, and I mean nothing, is free where I live. So you end up with a bunch of adoptees because the AP's think it is importnat enough to spend the money-- the outcome is you end up with a homogeneous mix of mostly girls of the same race.

I love how diverse the class is! It shows the importance to all students, not just a group of Chinese adoptees or ABC.
